拜登一上来就引用前总统富兰克林·罗斯福1941年国情咨文中的话，“I address you at a moment unprecedented in the history of the Union”（我演讲之时，国家正处在有史以来前所未见的时刻）。此处的“Union”，正如State of the Union中，指的就是“美国”。

美国国情咨文在英文中正式定名State of the Union，恰恰与罗斯福有关。尽管美国宪法规定，总统职责包括“shall from time to time give to the Congress Information of the State of the Union”（应不时向国会报告联邦国情），但在1790年至1946年，国情咨文的官方英文名为Annual Message。罗斯福在任期间，开始称为State of the Union Address（国情咨文演说）。自1947年杜鲁门政府起，State of the Union便成为官方固定用法。

事实上，“union”另一常见含义是“团结”。英文短语也有“团结就是力量”（In union there is strength）。讽刺的是，在名为“State of the Union”的国情咨文中，“union”（团结）却难觅踪迹。共和党籍参议员埃里克·施米特甚至炮轰，这是“美国历史上最与现实脱节的总统发表的最具分裂色彩的国情咨文”（the most divisive State of the Union from the most out of touch president in American history）。而美国《政治报》更是评论说：“他的演讲并非和解之举（an act of reconciliation），也无意增强政治团结（to forge political unity）。这只是拜登打响的第一枪（opening salvo），掀开了看上去注定是他和特朗普之间漫长得史上罕有、丑陋得前所未见的再次对决（a historically long and unprecedentedly ugly rematch between him and Trump）。”
